To streamline the process of leaving subsequent comments, WordPress employs a comments cookie. This feature has been optional since WordPress version 4.9.6.
Ordinarily, WordPress tracks the IP address of comments. However, the IP addresses of all existing comments have been removed. Furthermore, the “Remove IP” plugin has been installed and activated. This prevents future comments from recording the IP address of the person posting the comment.
